Circa 1931 West Virginia Home $20K

The interior of this circa 1931 is lovely, but the exterior looks like the home is sinking. I don’t know what that concrete wall is either. Google Earth did not provide me with any answers except to see that the house appears to be located in a holler. With such an appealing interior, though, something major has to be wrong for the price to be $20,000.
