Pros of Elmira
- Very cheap housing. Niche currently puts the median home value around $93,000 and median rent around $909, both far below national figures.
- Low cost of living by New York standards. Elmira ranks in roughly the top 10% of the cheapest places to live in New York according to Niche.
- You get more amenities than in a tiny town. There’s a Wegmans, Tops Friendly Markets, Walmart in the surrounding area, restaurants, pharmacies, retail, and other everyday services.
- Good healthcare for a small city. Arnot Ogden Medical Center is a major regional hospital, so you don’t have to drive to Buffalo or Syracuse for ordinary hospital care.
- Interesting history. Elmira has a strong Mark Twain connectionโTwain spent summers there and wrote some of his most important works while living in the area. The city also has the Elmira College/Mark Twain Study connection.
- Decent arts and entertainment for its size. The Clemens Center, Elmira College, downtown events, Eldridge Park and local restaurants give it more going on than many similarly priced upstate towns.
- Good outdoor recreation. The Finger Lakes region, Chemung River, nearby hills and forests, and places such as Watkins Glen and Corning are within reasonable driving distance.
- Convenient location. I-86 runs right through the region, making trips toward Corning, Binghamton and southern Pennsylvania fairly easy.
- Short commutes. Elmira has a compact layout, and Niche gives it an A for commute.
- Relatively diverse for a small upstate city. Niche gives Elmira an A- for diversity.
Cons of Elmira
- The economy is the biggest problem. The Federal Reserve describes the Elmira metro economy as having struggled for decades, particularly because of its dependence on manufacturing. The metro lost 7.6% of its population over the decade through 2024, and employment was down 5.3% over five years.
- Low local incomes. Elmira city has a median household income of only about $43,120, compared with roughly $80,700 nationally.
- Poverty is significant. The combination of low incomes and economic decline is noticeable in some neighborhoods.
- Crime is a legitimate concern. Niche gives Elmira a C- for crime & safety, with property theft particularly elevated relative to the national comparison.
- Neighborhood quality varies considerably. This is important. I wouldn’t judge Elmira entirely by looking at citywide statistics. Some neighborhoods are substantially more attractive and comfortable than others.
- Schools aren’t a major selling point. Niche gives Elmira’s public schools a C overall.
- Winters are cold and snowy. You’re in the Southern Tier of New York, so expect genuine winter weatherโnot just occasional snow.
- The population isn’t growing. Elmira’s long-term decline is a bigger concern than the raw population number itself. A shrinking tax base can affect retail, infrastructure, schools and property values.
- Limited big-city amenities. For major concerts, upscale shopping, extensive nightlife, or a major airport, you’re traveling to larger cities.
- New York taxes/regulations. Even though housing is cheap, New York’s property taxes and overall tax burden can partially offset the inexpensive real estate.
