Wow! What a beauty. When I was househunting for an old house under 50k, back in 2019, I considered Toledo. The Old West End neighborhood has a cohesive identity with residents interested and diligent in keeping the neighborhood nice and pleasant to live in. Toledo has an arts district at the edge of Old West End. I remember reading about an art museum and theater.
