Pros

Very affordable homes. Jamestown is unusually inexpensive for New York State. You can find older single-family homes at prices that would be difficult to find in many other parts of the Northeast.
Low-cost small-city lifestyle. You get more amenities than a tiny rural town while still avoiding big-city housing prices.
Historic character. Jamestown has beautiful older neighborhoods, historic architecture, and a long industrial/manufacturing history.
Strong connection to Lucille Ball. Jamestown was her hometown and is home to the Lucille Ball Desi Arnaz Museum, which attracts visitors and gives the city a distinctive identity.
Outdoor recreation is excellent. Chautauqua Lake, Allegheny State Park, nearby hiking, fishing, boating, hunting, and skiing provide plenty to do outdoors.
Close to Pennsylvania. The Pennsylvania border is only a short drive away, opening up additional shopping, recreation, and employment possibilities.
Buffalo is reachable. Buffalo is roughly an hour away, giving you access to a much larger metro for major shopping, specialized healthcare, airports, sports, and entertainment.
Good arts/culture for a small city. The Reg Lenna Center for the Arts and other local cultural organizations give Jamestown more cultural activity than its size might suggest.

High property taxes. This is one of the biggest catches. A cheap house doesn’t necessarily mean a cheap overall housing bill. New York property taxes can significantly increase your annual cost.
Economic decline. Jamestown has lost population over the decades, and some neighborhoods show the effects of long-term manufacturing decline.
Limited job market. There are healthcare, education, manufacturing, government, retail, and service jobs, but the range of well-paying professional positions is much narrower than Buffalo or Rochester.
Very cold winters. Expect significant snow, freezing temperatures, cloudy weather, and long winters. The nearby Great Lakes can contribute to substantial snowfall.
Population decline. A shrinking population can make property appreciation less predictable and can contribute to vacant/undermaintained properties in some areas.
Neighborhood quality varies considerably. Jamestown has attractive historic neighborhoods, but there are also areas with higher vacancy and crime. Where you buy matters a lot.
Healthcare is adequate but not exceptional. There is local hospital care, but for certain highly specialized services, Buffalo or another larger medical center may be preferable.
Limited nightlife and shopping. You’ll have basic necessities and local restaurants, but you’ll travel to Buffalo/Erie for more extensive shopping and entertainment.
New York taxes. In addition to property taxes, New York’s income-tax burden can make the state less attractive for higher earners and some retirees.
Older housing stock. Historic homes can be beautiful and inexpensive, but you’ll want to budget for roofs, plumbing, electrical systems, insulation, heating systems, and other maintenance.
